Overall, there was a significant drop in the average house price between 1990 and 1995 in three cities while an increase in the period from 1996 to 2002 can be noticed.
House prices in New York was considerably low as it was exactly at -5% change from 1989 prices while Tokyo and London were both around -8%. However, during the same period Madrid experienced a slight rise reaching about 2%.
Buying a house had become significantly expensive from 1996 to 2002 compared to 1989. It went up by 5% in New York and it soared to over 10% in London. As for Tokyo and Madrid, there was a noticeable rise (-5%, approximately 5% respectively).
Frankfurt in the other hand is the only country that did not go below 0% despite a negligible decrease as it declined from around 3% in from 1990 to 1995 to about 2% from 1996 to 2002
