The chart below shows information about changes in average house prices in five different cities between 1990 and 2002 compared with the average house prices in 1989.

The given bar chart compares the price of an average house in five categories over a period of 13 years from 1989.
Generally, it is evident that house prices plummeted remarkably between 1990 and 1995, but then most of the cities saw rising prices during the second half of the period. London experienced by far the greatest changes in house prices over the period.
From 1990 to 1995, the house prices of New York went down by 5% while the cost of average houses in London and Tokyo hit a low of 7 percent. In contrast, the proportion of house prices in both Madrid and Frankfurt rose by approximately 2%.
Between 1996 and 2002, houses became more expensive in London, with its figure showing a rocket of approximately 12%. A similar pattern was seen in the proportion of New York and Madrid, which jumped to around 5% and 4% respectively, compared to an increase of only 1% in Frankfurt. However, the portion of homebuyers in Tokyo seeking homes might pay cheaper than they were in 1989
