Began with $3.3 billion and $2.7 billion in 2006, these aids grew slowly to $3.8 billion and $3.1 billion in 2009, followed by a slight fall in the next year ( $3.7 billion and $2.6 billion), before rising again to reach $4.0 billion and $3.3 billion in 2010, for EU and other countries, respectively.
