The three circle graphs illustrate annual expenditure variations in a British educational institution in three sample years of 1981, 1991 and 2001. Overall, teachers’ salaries were the major budgetary item, while insurance accounted for the lowest outlay; the quantities of money on teachers’ salaries, insurance, and furniture and equipment showed an upward trend during the three years while those on other workers’ salaries and resources e.g. books a downward trend.

Starting with staff payments, teachers’ salaries stood at 40% of budget in 1981, rose to 50% in 1991, then declined slightly to 45% in 2001. Payments to support workers, on the other hand, started the period at 28%, fell to 22% in 1991, and further declined to 15% in the final year of the study.

Turning now to other budgetary items, educational resources fluctuated from 15% in the first year to 20% in the second, then dropped to a low of 9% at the close of the study. Furniture and equipment costs, on the other hand, dropped at first from 15% in 1981 to 5% in 1991, then ballooned to 23% by the end of the period. Insurance, always the smallest item of expenditure, was as low as 2% and 3% in 1981 and 1991 respectively, but jumped to 8% in 2001.
