According to the reading passage, it is stated that some power company representatives are against the creation of new stricter laws to handle and store the coal ash, which is a waste material that comes from process of burning coal. The article presents several arguments of those companies in relation to the topic. However, the lecturer challenges the assumptions made by the author, and refutes them by presenting three key reasons.
Firstly, the reading contends that some effective regulations such as, the necessity of using liner-special material for the companies, already exists. The professor, however, raises skepticism about this assertion by explaining that since those liners are not being used for the old ponds, the existing laws are not sufficient. She emphasizes that there is a risk for the contamination of drinking water by harmful chemicals in the old ponds as well as new ones.
Secondly, the article asserts that customers may be concerned of the hazards, and they may not be likely to buy the recycled materials by coal ash. On the contrary, the lecturer counters this claim by saying that unlike what is mentioned in the reading passage, consumers are likely to buy and support recycled products. She provides an example of mercury to clarify this point. According to her, mercury is also a dangerous material that has been regulated to be stored, and people are not afraid of buying recycled thing of it.
Finally, the reading posits that strict regulations will be costly for the power companies, and to compensate it, they may need to increase the electricity prices. The professor disputes this notion by elaborating that although such actions will have a lot cost for power companies, the average consumer electricity bills will rise by only one percent. Therefore, the results of such regulations are definitely worth the cost.
