He suggests, as we know, Venus atomspher has a lot of carbon dioxide and sulfuric acid, these component can react chemicaly and produce water, since we can react these material with each other in the station to produce water and oxygen, and we do not need to import them from the earth.

So they can get sun light from 60% that penetrate the cloud, and from the light which reflected by cloud, therefore there are a suitable amount of the solar system that can be used for generation of electricity.
