Firstly, the author contended that by increasing the taxes of cigarettes, the government can discourage citizens to use it. However, the speaker challenged the idea. She believes that this policy cannot aid smokers to reduce buying this product, conversely, when cigarettes become expensive due to adding more taxes, then they encourage to purchase cheaper ones with less quality and dangerous substances, so it will be a risk for them, furthermore, adding the high taxes on this product or unhealthy foods can have a negative effect, means people try to continue buying, so it cannot be practical.
Second, based on the article, it points out that increasing the taxes of cigarettes is fair because it can become an income for the government so they can cover medical costs for other people. In contrast, the professor dismisses this belief because she is of the opinion that, some people who use cigarettes are not in a good financial situation so it is not fair to receive taxes in equal amounts from all citizens who eat unhealthy food or smoke.
At last, the passage mentions that, the revenue of the government by the high rate of taxation can allocate for some construction projects to provide public places for citizens to benefit from.
