In this set of materials, the reading passages discuss that the stricter laws that presented at this time to avoid from the harmful effect of release coal ash waste materials to the environment is unnecessary and should be changed. While in the listening the professor casts doubt on what is presented in the text and believes that this regulation program is completely essential and also helpful.

First of all, in the text, it is clearly mentioned that the effective environmental regulations are already exist. For example, using the liner. However, the professor claims that liner based on laws just doing in the new lands and most of the old land not included to force of using the liner. and in this case if this ash arrives in the environment can pollute the underground water and damage to the environment, Thus the regulation program is completely necessary.

In addition, the professor disagrees with this idea that the storage and handling of coal ash might discourage recycling of this material into the other products because it makes people concerned about the harmful effect of using this material. She says that if storage of this material does not mean that this material cannot recycle. because for example, the mercury stored for a long time and recycles materials simply buying through people.

Finally, in the text, it is stated that these regulation laws led to increase in electricity cost and make people nu satisfy about this cost. the professor subscribes that it is true that this program let to rise in cost but this extra cost is about 15 million dollars in each year and just increased the entry cost about one percent.
