In the lecture, the professor makes several points as to why create new and strict regulation is indispensable and power companies should control and store coal ash. In fact, the professor's lecture casts doubt on the reading through a number of points elaborated as follows.
The first point that professor mentions to refute the reading is that, some regulation such as using liner special materials which prevents coal ash components from leaking into the soil does not make sense. According to professor, this regulation is not sufficient. This is because power companies just use liner for new landfill and several of old disposal sites caused significant damages. For example, the harmful component of coal ash seep into ground water and contaminated drinking water. Thus, this point proves the main idea of the reading wrong.
Another important point that the professor points out to undermine the validity of the reading is that, create strict rules for controlling and storing will discourage the recycling of coal ash which is not true. As is pointed out by the professor, strict rules for storing and handling coal ash does not mean that consumers will stop using recycled coal ash products. For example mercury is a hazardous material which controlled by some striking rules and for 50 years is safe and a few people concern about it. So people are free to use coal ash. Therefore, this points made in the lecture also renders the main idea of the reading invalid.
The last important point that the professor brought up, which runs counter to the reading is that, strict new regulation may increase cost of handling and storing coal ash which does not true. As a matter of fact, the professor asserts that, this strict regulation can increase the cost of power companies but it is not a lot. According to the analyses, the cost of strict regulation for power companies is approximately 50 billion dollars which is massive. But this is only 1% of customers bills which is not big percent. Hence, this point is in contrast the main idea of the reading.
