The reading passage explores three advantages of putting taxes on cigarettes and unhealthy food. However, the lecturer challenges the arguments respectively by giving three point as supports.
At first, the reading points out that high taxes of cigarettes and unhealthy food discourage people to participate in those behavior.
While, the professor says that these taxes do not necessarily lead to reduce the rate of using because people who addict to this kind of behavior is forced to buy cheaper and low quality cigarettes which have more harmful substances. Therefore, the policies cause greater health risks. Likewise, people who continue buying unhealthy food, have less money to spend for healthy food.
Additionally, although the passage mentions the fairness of putting taxes on cigarettes and malnutrition food because the government can spend money comes from this way into reducing the medical expense, the lecturer has the opposite view and states that it is much greater burden for those with low income because it is relative to income. For example imagine two high and low earny who take part in bad behaviors. The burden of tax put more pressure on the person with low salary.
Finally, the reading suggests that government's revenue from these types of taxes is spent for welfare projects like building public park, but the professor points out that the government would be less wiling to create policy which prevent smoking out door because of the huge money it can earn from addictive people.
