The reading and listening materials have a debate on Amtrak's belonging, the writer believes that Amtrak should be sold to a privately-owned company. Nevertheless, the speaker argues that it is absolutely wrong.
Firstly, the writer claims that the government loses money on many Amtrak routes, some of which are in remote and less populated areas, but the speaker views this issue from an opposite angle. According to him, even though some Amtrak routes are underused and unprofitable, it is citizens' right to have train routes. She advances the theory by saying that Amtrak's subject is not to profit, but to provide needed transportation services in the US. It is true that some people live in remote areas, but they just have the same right to have government service as the people who live in accessible areas.
Furthermore, the author states that it is unfair to private transportation companies. However, the speaker opposes the writer's point and takes the view that this is a silly idea. Specifically, she indicates that the government supports airline industries in all kinds of ways. For example, the government builds control towers and weather satellites to guarantee their safety. None of these private companies will exist without the government’s financial support.
Thirdly, the passage argues that government should invest in highway systems instead of railroads. By contrast, in accordance with the speaker, the writer's claim does not hold water because unpopular rail travel results from insufficient investment. To be exact, She contends that because the railway system is out-of-date, it is underused. But if the train is fast and affordable, people are willing to take it. Take Japan and Europe for example, their government investment in trains, so it is very popular there. The US should invest more money in Amtrak to improve its service.
