The reason is dehorning takes time and money because you have to track them down in the wild, prepare for surgery, and then remove their horns. Furthermore, even if you have the time and money, dehorning rhinos may reduce their chances of survival. Rhinos have horns for good reasons, such as digging for water or protecting their young. Dehorning may make them less appealing to poachers, but it also puts them at a disadvantage in the wild.
Second, the professor doubts that educating consumers about the healing powers of horns will help them change their minds. She says educating consumers can only work when consumers do not have strong opinions about something, but for such strong beliefs that they have held for thousands of years, new scientific evidence would be unlikely to easily change their mind.
The professor retorts to the reading's final solution, which is to legalize government sales of rhino horns, saying that this would result in an unpredictable outcome. To be more specific, many people who want a rhino horn today may not buy it simply because it is illegal; however, if buying a rhino horn becomes legal, more people may begin to buy it, resulting in a dramatic increase in demand. A higher demand will result in a higher price, which may entice poachers to continue killing them in order to meet this large and lucrative market.
