As per passage they have ability to attach themselves to bottom of boats and pipelines that carry water to cities. To unblock the pipes huge amount of money is required.
To avoide this problem speaker suggested that every ship entering in america from russia should be thoroughly decontaminated and should be checked for presence of fish furthermore, anchors and chains should be sterilised with fish by following decontamination procedures.
