There has been many debates among whether the new regulations for handling and storing coal ash are necessary or not. The lecture says that the new regulations are necessary. However, the reading refutes saying that there is no need for new regulations as they will cause negative effects.
The first point of dispute is if there are regulations exist or not. The lecture claims that the regulations that exist now are only applied for the new land fills. The linear not required to be applied for the old land fills and that contaminant the drinking water. On the other hand, the reading contradicts this point by saying that the government required companies to use linear that prevent coal ash materials from leaking into the soil.
Another controversial issue is the concerns about recycling coal ash. The lecturer says other materials like mercury have been recycled for about 50 years and there are very few concerns about them. But the reading opposes this point saying that consumers may concern that recycled coal as products are just too dangerous, and may stop buying the products
The final issue of dispute is the increase in the cost. The professor says that the result of the handling and storage will worth it. If the cost will increase for the power companies for about 15 billion dollars, that would not too much after doing the math. Each house hold will pay 1 % in his electric bill that is not too much for having cleaner environment. Yet, the reading disagrees. It claims that the increase in the cost will force the power companies to increase the bill of electricity, which would not be welcomed by the general public.
