The reading passage refuses the create of new and strict rules for handling and storing coal ash due to three reasons. The lecurer, however, finds this idea dubious and casts doubt on the reasons mentioned by the reading passage.
First of all, the writer notices that power companies have effective regulations already. On the contrary, the lecturer mentions that these regulations are not apply for any situation. Indeed, companies have to use liners when they construct on a new ponder or landfill, but they do not have any responsibility for the old ones. Therefore, it is very likely that the old ponders or landfill leaks these ashes into the groundwaters and cause serious damages to the environment.
Furthermore, the author of the reading mentions that applying strict regulations may leads to discouraging companies for recycling. In contrast, the professor underlines the fact that these firm rules could not have any effect on costumer use of these products. In continue, she notes that for example, in the past researcher showed that mercury is harmful, but it did not any effect on its popularity among costumers.
Finally, the reading passage mentioned that these rules would increase the price of electricity. On the other hand, the speaker mentions that preventing from environmental damaging outweigh on its higher price. Besides, she mentions that if we do a simple math, we find out that it would raise household electricity price only one precent which is ignoreable.
