The main idea of both the passage and the lecture is about imposing high taxes on cigarettes and other unhealthy foods. Having this in mind, the author of the reading feels that this strategy will benefit society. The lecturer challenges the claims made by the author. She is of the opinion that paying taxes has bad effects on the community.

To begin with, the author argues that high taxes prevent people from smoking. The article mentions that if people pay similar taxed for unhealthy foods, they will stop eating them. This specific reason is challenged by the lecturer. She claims that this method leads smokers to buy cheaper cigarettes which contain more harmful materials. Additionally, she says that people will continue to buy unhealthy meals even they are expensive, so less money will be left to buy healthier foods.

Secondly, the writer suggests that nonsmokers should pay less to cover medical costs, and it is completely fair. The lecturer, however, refutes this by mentioning that all of the people do not have the same amount of income, and it is not fair people with the smaller income pay the same taxes that rich people pay. Consequently, High taxes are a large burden for people with smaller incomes.

Finally, the author posits that high taxes on such unhealthy products magnify revenue for the government which they can use it for other projects that benefits the community. In contrast, the lecturer position's is that governments will be dependent on this income. Therefore, they will not ban smoking in public places. Because they do not want to lose this enormous revenue.
