Based on the reading environmentalists in the United States claim that the United States government should establish new and stricter regulations for handling the coal ash which is harmful to the environment. On the other hand, representatives of power companies have the view that new regulations are not crucial. The article provides three reasons that power companies propose to support their claim. However, the lecturer explains that none of the reasons are true and refutes each of their reasons.
First of all, although the reading asserts that environmental regulations which are already exist are doing well, such as the rule that compels the companies to use a liner in every new pond and landfill they build, the lecturer strongly contends that by mentioning the old landfills and ponds. According to the lecturer, the landfills and ponds that already exist do not have a liner and the existing law does not force companies to use the liner in their old properties. As a result, the contribution that the author explained seems to be really dubious.
Secondly, unlike the power companies who believe that making rigid rules for storing and handling coal ash might decrease the amount of coal ash that is recycling into other products by reducing the consumers who think this recycled products might be dangerous, the lecturer refutes this claim by giving an example of mercury. She states that mercury is a harmful material and it is subjected to strict rules, but these conditions did not stop sufficient recycling process for over fifty years. Therefore, strict rules will not cause recycling process any problem.
At last, The article asserts that these new regulations would force companies to increase the price of electricity because of higher disposal and handling costs whereas the lecturer considers the fact that consequences of these laws are good enough to neglect an increase of the price of electricity. Moreover, this new regulations will add an extra cost about 15 billion dollars which will cause only one percent increase in the price of electricity. Consequently, this claim does not possess a strong support in order to be acceptable.
