Both reading and lecture are about the new regulation added to control handling and storing coal ash. Coal ash is a waste product of the power plants and it contains some environmentally harmful chemicals. The author of the reading writes about the opinion of the power plants' representatives against the new regulation. However, the lecturer illustrates why these regulations are really important.
First, the representative points out that effective regulations already exist. As they further illustrate, the company add a liner ( a material prevents leaking of coal ash into the soil) to any new pond or landfill they build to dispose of coal ash. Although the lecturer agrees with this part, he is concerned about old ponds and landfills. That is why he asks to apply the new regulation of adding liners to old ones as well. He tells us about the leak of some coal ash chemicals from old pond resulting in contaminating drinking water nearby. This clearly illustrates why these new regulations are needed.
Second, representatives say that these added regulations will result in discouraging coal ash recycling. As more regulations come out about coal ash, the recycling company will consider it a hazardous material and they will stop recycling it. On the other hand, the professor doesn't agree. He says all through the history, other hazardous material with even more concerns, had been recycled and still considered as recycling materials. Mercury, for example, the recycling company still processing and recycling it for over fifty years now, although it considers as a very hazardous material. So the new regulations will not prevent or stop coal ash recycling.
Third. the strict regulation will definitely increase the cost on the power plants as well as on the consumers and electricity bills. The professor partially agrees to the point of increasing the cost, but he clarifies that that going to end with an increase as low as one percent in the consumers' electric bills, which is definitely worth it.
