The reading and lecture are both about creating new rules for power plants that produce coal ash by burning that in the United States is a significant issue. The author of reading believes that the government should create strict regulations. The lecture challenges the statements made by the lecture. She is of the opinion that having severe rules are necessary for companies.
First of all, the author suggests that the government has effective regulations for companies and is not necessary to create new rules, because one of the regulation is this that companies should use liner instrument to prevent from flowing coal cash into the soil. This idea is challenged by the lecture. Professor says these regulations are not sufficient for this issue, because they have not special impact on the company. Furthermore, he argues that exist regulations use for new ponds and landfills and the company ignores to add liner for old ponds and landfills, so this event cause coal ash components to leak into the environment.
Secondly, the writer contends that creating harsh rules cause stop the recycling of coal cash. The article notes that already this cycle causes some building materials are produced in this way, but if severe regulations make, consumers probably will stop buying the recycled coal ash products. The lecture, however, rebuts this by asserting that dangerous materials like mercury have strict rules for handling and storing, but this substance has recycled over 50 years and purchasers have had few concerns about it. She elaborates on this be mentioning that strict rules cannot be a hurdle for buyers to purchase the recycled products.
Finally, it is stated in the article that strict new rules can increase the costs of disposal and handling. The author establishes that these costs will increase the price of electricity. The lecture stated that albeit this statement is true, but the costs of implementing these rules are 15 billion dollars. He puts forth the idea that this cost can math with the household electricity, because the bill of the electricity may increase by about one percent, which is not a huge thing.
