The reading and the listening have a debate on new regulations upon prodution of burning coal due to the harmfull effect of them to the environment. The penman puts forward 3 main theories that are disapproved by the following orator.
First of all, the writer suggests that existing rules about the matter are adequate to be followed by the companies. The speaker views this issue from an opposite angle, according to her, now regulations are not sufficient because of the significant dangeros that coal and other related chemical have. she mentions that new rules most effect new and old sites of coal mining.
Secondly, The author point out about the recycling process of coal ash which is a profitable part of the subject for production companies. The text added, new strictions may have a bad influence on consumers of coal ash and they refuse to buy the products. Conversely, the lecturer cast doubt on this assumption by saying an example of another type of material. Consequently, she take notices to Mercury which is a fatal subject despite that recycled matter can be sold easily.
Third, the reading passage proposes that increase in costs has unsuitable effect of electricity bills. On the other hand, the professor hold a different prespective. she believes that extra costs on bills is a better choice for society to reduce pollution and have clear environment.
