TPO 37 integrated writing skill

According to the reading passage, author lists three reasons to criticize the TED method, an exclude device which helps sea turtles to escape from fishing nets. However, in the listening section, lecturer states that TED is good way and it is vital part of shrimp-fishing boats, also she mentioned other competing theories, which contradict to passage's arguments.
At first, the essay assumes that turtles get trapped only rarely, one shrimp boat accidentally catches one turtle every month. While, speaker admits that there are thousands of shrimp boats operating in that region, which means thousands of sea turtles are caught by shrimp-boats every months. Therefore, harming several thousands of turtles is not fair.
Second, the writer supposes that shortening the time limit that shrimp boats are allowed to keep their nets underwater can be an alternative method. In contrast, lecturer indicates that although time limit is a good idea, but it is impossible because government could not monitor these time limits efficiently.
Finally, passage points out that TEDs are not effective for larger species of endangered sea turtles. However, speaker states that it is not a problem to design a TED for larger turtles and it would not longer be a serious problem.
