Overall, it is noteworthy that the maximum amount was spent on higher education, while the spending on other services was always the lowest in all three years. In addition, it can be seen from the charts that the proportion of higher education, transportation and health and human resources saw a fluctuation over the period of 20 years.
In 1980, the figure for higher education began at 35 percent, which was highest, as opposed to those of transportation and K-12 education, at 16 percent and 25 percent respectively. From 1980 to 1990, while the percentage of transportation and K-12 education went down to 6 percent and 20 percent in the respective order, that of higher education saw a dramatic increase by 10 percent. After a decade, there was a considerable increase of 22 percent in the rate of transportation expenditure. By the end of the period shown, the proportion of environmental services, health and human resources expenses decreased to 9 percent, 10 percent in the respective order, whereas that of other services hit a low of only 1 percent.
