Research are the empirical one which is carried out for the future perspective, In my view the statement is partially agreeable. the research are not predicted one process where it can some time may fails to give a proper output which the scientist have decided, In my view i seem a follow perspective reasons for it.
First of all, the research it means something to find without knowing the result but having lots of impact in future, Many research have took place for the future perspective like minimized the use of non renewable energy , Developing electric vehicle for decreasing the toxic emission and less use of fossil fuel which can be us for other purpose, where the scientists research it as per taking future consideration in it.
Secondly, Abundant flow of money require in the research where it is not clear where the results will be found or not but beside these research many other source may get found which is also use for the developing purpose, Research in the field of nuclear science has always been a controversial issue. where lots of reaction to take place where it gat tapered for constructive purpose same it is use for many other purpose, if the private research took place and they find the source of manufacturing machine guns and other weapons than they might create destruction by selling to other countries and many destructible impact will take place ,like Hiroshima and Nagasaki explosion can we affords to let it happen again? it would be worse if terrorist
outfits it.
Thirdly, Research is already underway for cloning animals, but there is widespread speculation about the result of similar speculation, By these people can also use these as a crime purpose, All these possible if there is work on the DNA where it allows to carried out without any restriction.
In sum, the decision to fund research is very complex and it depends on a lot of factors . if the consequence can be predicted and it is positive, then the government should fund them but if the research is negative regarding nuclear than its government responsibilities to rescind it,
