My thoughts don't align with the given statement. I disagree that understanding the past is of little use to people who hold current positions of leadership.
One of the most important moral values that children are imbibed with is that one must always learn from his/her mistakes. Retrospection is a very crucial part of the development and growth of a person, irrespective of the age or the position that the person holds. Be it failures or successes: looking back at them, analyzing them, recognizing where we went wrong, indentifying areas for improvement as well as being aware of our strengths and weaknesses - all of this will surely help us know where we stand as a person in our field of work, if we are a liability or an asset, and how we can contribute more to the work we do.
Furthermore, being in the position of a leader in any field, be it politics or business or industrial workspace, requires a lot of courage, tenacity, determination and hard work to carry out the responsibilities. And leaders keep changing; when that happens, it is highly important for the leader in current position to keep track of the past, to be well informed about the tenure of the several, previous leaders in the same role, and learn from the mistakes that they might have committed. By retrospecting on their own actions as well as understanding the past, the leaders can increase their working efficiency and produce more fruitful results. The sole purpose of being a leader in any field is to bring about changes that can prove to be advantageous for the people as well as the environment in which they operate in.
Let us consider an hypothetical example of a software company which is looking to make someone the next leader for their firm. The previous leader completed his tenure and did whatever he could during his period of leading. Now, if a candidate who's applied for the position of leadership has a thorough understanding of the past in terms of working efficiency, workplace ethics and environment, and the minor or major mishaps in the past, he would make a really good leader if he works on his findings from the past and yearns to bring about the required changes and assure more successes. In yet another example, if we take a democratic nation and their leaders, the citizens of the nation would surely expect more from the current leader as compared to the previous leaders. Well apprised leaders of the current ruling party must have a clear understanding of the past - knowledge of the statistics & patterns of the nation in terms of law, all the bills and rules that have been passed, about the educational conditions and international relations, and so many other aspects of ruling a nation will be a confidence boost for the leader too and he/she will be able to work with more alacrity and zealousness than ever before.
Therefore, understanding the past is very important for people in current positions of leadership.
