Overall, prices fell in the majority of the sampled cities between 1990 and 1995, whereas they rose in all locations except Tokyo from 1996 to 2002.

Starting with the period from 1990-1995, there was an overall trend of declining property values, with London and Tokyo suffering the greatest losses at -7.5% each, while New York fared only slightly better with a drop to -5%. Madrid and Frankfurt, on the other hand, enjoyed marginal price increases of +2% and +2.5% respectively.

Turning now to the 1996-2002 time frame, the trend had swung into positive territory for most cities in the survey, with relative gains of +4% in Madrid, +5% for New York, and an impressive boom of +12% in London. Gains in Frankfurt were more modest at a mere +2%, while Tokyo remained depressed with average prices 5% below 1989 levels.
