The author of the passage and the professor in the lecture hold opposing views regarding free trade.
According to the professor, there is a lot of concern regarding free trade. First, it actually damages the growth of poor nations as free trade is usually associated with worker exploitation and environmental degradation. This is because in order to attract investment, countries are under pressure to relax social and environmental regulations. This is opposite to the view held by the author, who claims that engaging in free trade is a boon for growth and development. Accordingly, countries who engage in free trade often seek economic growth because international markets become available to them and it allows them to export goods. This also encourages foreign direct investments.
The professor claims that sub-Saharan countries lost billions of dollars because they were forced to engage in free trade as a result of aid for debt relief. Had they not done so, they would have earned more money to pay off debt and provide schooling and vaccines for all children. The author, however, claims that these nations have actually benefited from free trade through the WTO's special and differential treatment rule. Under this rule, countries keep a major portion of tariffs and receive preferential treatment in foreign markets, which has given them an advantage over other nations.
The professor believes that free trade agreements are also likely to create competing trading blocs. These blocs can create an imbalance between the richer and the poorer nations resulting in an unequal bargaining for power ultimately leading to the imposition of trade restrictions on the poorer country. However, the author suggests that with free trade, countries will be able to acquire resources because free trade improves the global allocation of resources so that the needed resources go where they are valued most.
