According to the reading, environmentalists says that coal ash has dangerous materials that are harmful for the environment, therefore the government should create stricter laws to prevent the damage made on nature. However, the power companies don't agree with this idea for few reasons. The speaker thinks that the new laws should be conducted, and refutes all of the reasons presented by representatives of power companies.
First, the passage indicates that power companies representatives says already, there are a lot of regulation like companies have to use liner in every new landfill to prevent ash coal from leaking to soil and water. In contrary to this, the lecturer indicates that previous rules are not enough for this matter. For example, liner is used just in new landfills and this law doesn't include old pond or landfill. She thinks that new regulation should force companies to use liner in every field, both the new and the old ones.
Second, the writing notes that new regulations discourge buyers from buying recycled coal ash products because they begin to be very concerned about the recycled product. In contrast to this point, the professor points that people will continue buying the product, and companies should not worry about this matter. For example, mercury is a highly dangerous material and restriction forced companies to recycle it better. From that time, people are buying products made from mercury and they are not concerned about its danger.
Finally, the article writes that new regulations increase the overall cost of the process for companies; as the result, companies will be obliged to increase the price of electricity which will make negative impression on public. However, the speaker says that it's true that the price increases but it worth it because if you calculate the money, companies will pay 15 million dollars and if they add this money to the electricity price. the overall increasment will be 1% for each consumer which is very less for keeping the environment safe.
