First, about the issue of the presence of law force the company to use liner in new sites, they use to dispose their ash coal , the professor thinks that is not enough to prevent the environment, because the old lands that already used by companies to dispose their coal ash are not have a liner , so the harmful material leak inside the ground and contaminated the ground water. So the reading passage about the sufficient of the old regulations is not true.
Second, the lecture refutes the reading passage claim that these new regulations may increase the fear of population from using the coal ash recycle product, by giving example of mercury which is known as a hazardous material , and people continue using its recycle product from fifty years ago. So the company representative concern is unpractical.
Finally, the professor discus the increase in the cost of disposing and storage of ash coal, he said the increase in cost is about fifty billions dollars, its huge numbers, but if we look to the average that each home bill will increase its not to much, its about one percent of the old bill And for sure it is worth having a clean environment. By this point the professor make a hole in the author point about the cost.
In sum, the professor explain why it is necessary to make new regulation, he has a reasonable explanation for each point mentioned in the lecture.
