The reading and the listening have a discussion on the the social effects of the taxes on unhealthy foods. The reading part proposes thress social benefits of it. However, all of the benefits mentioned by the reading are challenged by the lecturer.
At first, the lecturer disputes the benefits that people would reduce their unhealthy behaviors from higher taxes by the fact that not only cigarrete taxes doesn\'t discourage people from smoking, but push them to buy cheaper cigarettes. But those cheaper cigarettes have even lower quality than others, which leads to more harm to smoking population. Then the leacture thiniks the same situation wouold appear if the there would be more taxes on the unhealthy food. People would still but the unhealthy food as before and has less mony left for healthy foods, which would casue them to be even more unhealthy.
Second, the lecturer simply doesn\'t agree with the idea that thoes taxes are financial fair. Different people would have different income. But for people that have the same unhealthy lifestyle, they might end up with paying the same taxes since they are consuming the same unhealthy product. That\'s is to say, the poor would need to pay the same amount of taxes as the walthy just beacuse they are have the same unhealthy eating habbit, which would load a great burdon on the poor and is clearly unequal as described in the reading.
Finally, the lecturer dismisses the benifit on the social welfare that would be brougt by the extra taxes as asserted in the reading since there are downsides relating this policy. If the taxes are imposed, the government would have a considerable amount of income. After a period of time, the government would rely on the taxes and doesn\'t want to loss it. Then the government would even stop persuitting some law or regulation to help limit the reduced expense on the unhealthy foods, such as baning smoking in the ourdoor space. But thoes actions are needed to help improve the social wealrfar. Therefore, thoes taxes would even reduce the social benefits.
