Overall, it is clear that the main difference between the two diagrams is that the houses are built with or without the protection of stopbank in front of them.
In the first diagram, the stopbank is constructed with a peak which is higher than 100-year flood level to protect the behind house from flooding. Besides, this building has to face another threat that is the rainwater which runoff from higher mountain to the internal pond. Therefore, the floodgate is built to drain the internal water to the river outside the stopbank.
In the second picture, flooding can harm to the house which is constructed on the stilts and has no protection by the stopbank in front of it. Moreover, the house floor level is only higher than the 100-year flood level 300 mm which is called freeboard. This kind of house can prone to flooding if the flood level in 100 years overcome the house floor level.
