Issue essay:->
In any field of inquiry, the beginner is more likely than the expert to make important contributions.
Decisions should always be firm and determined. One negative decision can put the life of thousands of people into danger. An indecisive person will always be unable in providing a firm decision and innovative idea. In any field, the contribution of experts is always required. An expert who has large spectrum of knowledge can do a better contribution as compared to beginner. However, it is inappropriate to consider that the contribution of beginner is bad, even his contribution can also provide better results. But, experience is always better than a rookie's knowledge. An expert with experience and knowledge can always provide better results and able to take determined decisions.
To begin with, in any field of inquiry it is important that the final decisions should be of an experienced person. Consider a politician who has to take some decision on behalf of millions of people of his country, then it is not possible that the politician give authority to a common man. Elections done by the people are only because they have to choose an expert out of them, who have experience, knowledge and ability to represent whole country. Due to this there is an hierarchy is formed in which on the top, there is a President then prime minister after them there is home minister and then various other ministers. This is form only on the basis of ability, which represent that expert is always better than a beginner.
On the flip side of it, some time it is inappropriate to consider that beginner does not make important contribution. A beginner or a newly trained person is fresh and can come with innovative ideas. It is true that upcoming generation is modern and more familiar with new technology and can provide orthodox seniors with new and fresh innovative ideas. However, this is possible only on small scale but on large scale it is required to have an expert or panel of experts to take final judgement. A beginner can take some decision and it is possible that seniors will like it but at the same time decision should be first filtered from expert and then consider as final decision which will definitely provide better results in important areas. Like in Court Judge is always there to take final decision. He hears the statement of lawyers but the final judgement is in the hand of justice.
Furthermore, experts can do important contribution in areas like investment and economic growth. Consider a multinational company, with board of directors which are more experienced than beginners, are taking some decision for a huge amount of investment. Then at that time the decision should be in the hand of experience person. If the investment is of millions and billions of dollars, then it is difficult for a beginner to take decision because he is working at a payscale of maximum some thousand dollars. It is difficult for him to take decision because one negative decision can deteriorate company's reputation.
To sum up, an important contribution is the one which leads to better outcomes. It can be done through a beginner or through an expert. But if the results are negative then expert or senior has to face the problems because, everyone will depend more on an expert person rather than on trainee. Experts should be appropriate person to make important contribution to society or nation.
