It is clear that compared with the average price in 1989, most countries saw house prices decreasing between 1990 and 1995, while in the next five years four cities saw prices rising.
The average prices in the first five years decreased in New York, Tokyo, and London by 5%, 7.5%, 7.5% respectively. By contrast, house prices in Madrid and Frankfurt rose slightly by 2% and 3%.
From 1996 to 2002, the average prices changed a lot. London saw the biggest rise in house prices by 12%, followed by New York(5%). Then house prices in Madrid and Frankfurt still increased by 4% and 2%. Only Madrid and Frankfurt saw rises over the 12-year period. However, the average house price in Tokyo kept decreasing over the same period and dropped by 5% from 1996 to 2002.
