Many countries require cigarette smokers to pay particularly high taxes on their purchases of cigarettes; similar taxes are being considered for unhealthy foods. The policy of imposing high taxes on cigarettes and other unhealthy products has a number of social benefits.
The reading and lecture are both about to discourage the public to consume fewer cigarettes and unhealthy food. The author of the reading feels that the presenting proposal will helpful for society. However, the lecturer challenged the claim made by the author. He is on the opinion that the argument of benefit and other tax can be challenged not necessary been healthier.
To begin with, the author argues that the high tax rate discourages people to buy cigarette and other junk food. He also mentions that it will help people to reduce obesity rates. The specific argument is challenged by the lecturer. He states that the high tax rate influence people to buy the cheaper and low-level product which is produced by harmful ingredients. Thus, it is more harmful than the previous product. Moreover, people will buy more expensive food with that money and less distribute money on healthy food.
Second, the writer suggests that it will fair to society when the tax is distributed to the people who engage with unhealthy activities. He also elaborates this by mentioning that as a result, some responsibility will transfer to society. However, the lecturer rebuts this by mentioning it will be unfair with the people of lower-income compared with higher-income people because they paid the same amount of tax. He also claims that it will create some new financial issue for the low-income people which is unacceptable.
Third, the author posits that government will be benefited by the high tax rate and can use this finance for developing social welfare like building the stadium, creating a public park, public education etc. In contrast, the author position is that if the government rely on this tax will not able to establish a fundamental solution. He also noted that if the government implementing some las like banding smoke on the public place and private place it will eradicate the harmful effect and also increase public awareness.
