Good overall impression. But there is one argument that you use, that is not quite convincing, in my opinion. You write about "the current economic conditions" without specifying what conditions you are talking about (what are they? economy of which country? etc.). I think you should be more specific.

Plus I've noticed a missing article in "A policy of free education may be adopted for penniless students on A merit basis". ("a" should precede "merit basis").

Nevertheless, very good essay indeed.
