Overall, the national government seems to be the major contributor,
while salaries account for a majority of the fund.
In 2017, the total funding was 304,7 million pounds, with more than half of them, around 175,5 million, coming from the authorities. Taxation of the local amounted to 91,2 million pounds, while the remaining was from other sources, like grants. Three-quarters of the budget was expended on staff payments, while the rest was spent on infrastructure and transportation, along with technological developments, at 17% and 8% each.
In the following year, the budget was increased by an additional 13,9 million, with the federal administration remaining the highest funding source, at 177,8 million, an additional 2,3 million. In addition to that, local taxes were raised by a small amount, to 102,3 million, while another half a million pounds were provided from grants. Meanwhile, the expenditure model remained relatively unchanged, with salaries still the highest spender, but was cut by 6% in order to reserve for improving technology.
