According to the reading, there exist several benefits that imposing extra taxes on cigarettes and unhealthy products. Though the lecture deals with the same subject matter, it argues otherwise.
The lecture counter argues the text with three main points. First of all, although the reading passage states the extra taxes can decrease the willingness for the people who have the unhealthy behavior, the professor states that instead of stopping the behaviors, those people will rather buy the cheaper and low-quality cigarettes and cause more harm to their health. On the other hand, people who buy unhealthy food are likely to keep purchasing expensive foods and thus, cannot afford healthy food.
Moreover, despite the statement in the reading that since the taxes can compensate the medical costs for the people who have unhealthy behaviors, it is fair for society, the professor made explains the claim made in the reading passage is ill-grounded. The taxes are the same for every person, hence, it is a greater burden to people who have low income compared to higher income and it will also be applied to unhealthy food. Accordingly, the taxes are not fair for people who have a lower salary.
Finally, the text claims the taxes can increase the revenue for governments to build public welfares. However, the professor asserts governments will rely on the large amount the tax income and afraid to lose it. Therefore, there will not have policies to limit unhealthy behaviors such as not allowing to smoke outdoor or even in private spaces
