Conversely, the lecture refutes this idea by pointing out that it is actually unfair. She argues that the income gap between the wealthy and the poor should be taken into account. Poorer smokers will bear a greater financial burden than the wealthier ones; the same situation applies to junk food consumers.
Finally, in contrast to the passage's claim that the government can use the extra revenue for public welfare projects. The lecture reminds us that it has a downside. The taxation indicates millions of money which the govenment do not want to lose. Consequently, the govenment will be reluctant to take other efficient actions to cope with this problem completely, like passing laws to ban smoking in public areas and eliminate unhealthy food.
