Both the reading passage and the lecture are about the effectiveness of cloud seeding to prevent damaging crops due to hailing. The author presents different explanations to show the role of cloud seeding. However, the lecturer casts doubt on these explanations and provides arguments on the effectiveness of cloud seeding.
First of all, the author states that various experiments in the laboratory proves that the cloud seeding technique is effective. He mentions an experiment of silver iodide with cold water vapor. On the other hand, the lecturer says that the experiment is only good in laboratory conditions. Moreover, he argues that silver iodide can prevent any precipitation which can cause risk of drought in some regions. So crops can also damage in different conditions like lack of water.
Secondly, the author points out that evidence proves that some urban areas in Asian regions are using this beneficial technique, so Americans can also apply this technique. However, the lecturer states that this is only suitable in city area where air pollution is very high. Polluted particles favor the conditions for cloud seeding. Therefore, this will not work in unpolluted areas like farm regions.

Finally, the author mentions that local study proves that cloud seeding is effective in reducing crop damage due to hail in some of the areas in the United States. While the lecturer says that this study is not convincing. He says that hail away from the treated area but at the same time also affects the neighbouring area. So natural variation in local weather causes the whole region affected.
